Machine Readable Indian Passports
In accordance with the International Civil Aviation Organization guidelines, Government of India has decided to introduce machine readable passports for Indian Nationals. Under the scheme ,these machine readable passports will be issued by a centralized point in India with effect from August 26,2007. Announcement of new passport rules
Procedural details of Passport and Miscellaneous Services:
Embassy of India Panama has recently integrated with the Global Passport Sewa Project (PSP). Therefore, applicants residing in Panama, Costa Rica and Nicaragua are henceforth kindly requested to apply through the new link: https://embassy.passportindia.gov.in/ for the following services;
* Passport,
* Police Clearance Certificate (PCC),
* Emergency Certificate (EC)
* Surrender Certificate
Step-A: Please select “Americas” as the region from where you wish to apply for passport/miscellaneous services and then select country as Panama.
Step-B: Click on to User login/Registration link to fill in your details. You will get an activation email link in your email after successful sign-up.
Step-C: Activate your account by clicking on the link received on your registered email address and using the option User Login, login with your registered email ID/User Id and Password in the above portal.
Step-D: After successfully logging to the portal, click on the option of the service that is required by you and proceed with filling in of the form.
Note:
All passport services, including issue of new passport, changes in passport etc. will be applied through this link only. (In case the security warning appears on the computer while opening the above link, please ignore the warning and continue ahead. Through this link the applicants can also see the status of their applications.)
Three latest photos of the applicant are to be submitted of High Quality with white back-ground and of 5cm x 5cm measurements. As the same photo is going to appear on your passport. Please note that Embassy will not be responsible, if the applicant sends Low-Quality photos and thus the photo does not appear clear/blur on the Passport.
Applicants are advised to apply for passport services through this link and take a print of the on line application, paste photograph, sign on the first (beside the photograph), second and the third pages respectively, enclose required documents and submit it within 30 days in the Embassy along with the prescribed fee. If the application is submitted online before 5 PM, it can be submitted physically the next day or later (within 30 days). However, if the application is submitted online after 5 PM, it can be submitted physically NEXT-to-NEXT day or later (within 30 days).
PASSPORTS ARE ISSUED BY THE EMBASSY IN THE FOLLOWING SITUATIONS;
1. The validity of the existing passport has expired or is likely to expire in next one year.
2. A child is born to an Indian parent, and the birth of the child has been registered at the Embassy. (Such registration should normally be done within 1 year of birth of the child, otherwise delays may be expected.)
3. Any change is to be made in the passport, such as change in name, address, spouse's name, photograph etc. In principle, any change in the laminated part of the passport will require reissue of a new passport.
4. The existing passport is lost, stolen or damaged.
NOTE:
As per the latest instructions, police verification is compulsory before renewal/issuance of a passport in respect of all passport applicants who have not been resident abroad continuously for the last 5 years, at the time of applying for renewal/issuance of a passport. In all other cases also, police verification, post renewal/issuance of passport, is compulsory. Therefore, all passport applicants may also please submit “Personal Particulars Form” (PP Form available at the bottom of this page) duly filled in and photograph affixed for police verification.
All passport applicants who have been resident abroad continuously for the last 5 years may submit documentary proof of residing abroad continuously for the last 5 years, at the time of submitting the application in the Embassy of India, Panama for renewal of passport. Copy of documents such as a Permanent Residence, Work Permit, Permanent Visa, Cedula, etc., for the last 5 years, may be submitted for justifying the continuous stay abroad along with the passport renewal application.
GENERAL REQUIREMENTS:
1. A print of the online Application form completely filled and signed by the applicant and 1 photo pasted in the correct box.
2. Two photographs and the resident card/status of the applicant.
3. The existing passport, if any, along with photocopies of the first and last pages of the passport.
4. All photocopies to be self attested
Duplicate Passport (IN LIEU OF LOST /DAMAGED PASSPORT)
After applying online, the physical copies of applications for duplicate passports are normally not accepted by mail except with prior approval of the Consular Officer. The applicant may be required to come in person. Please submit your application form with the following documents:
1. Copy of Police Report with English translation duly notarized(for lost passport cases)
2. Personal Particulars form
3. In case of student, letter from school/college is required.
4. Affidavit at Annexure "F" available at link: (http://www.passportindia.gov.in/AppOnlineProject/online/annexureAffidavit)
5. Photocopy of the previous (lost) passport.
6. Photocopy of driver license or employer's letter (as applicable)
7. Photocopy of identity card/work permit/ stay permit (as applicable)
8. Application in plain paper giving reasons for the loss of the passport.
Misrepresentation of facts may entail denial of passport facilities. Applications received with incomplete details will remain unprocessed. A duplicate passport may not be issued for the second loss/damage of passport. Habitual losers of passport will be subject to enquiry.
REQUIREMENTS IN SPECIFIC CASES:
If the passport is requested for a child, who has not been issued passport earlier, a copy of child's birth registration at the Embassy should be submitted. The application (Annex ‘H’) should be signed by both parents. Photocopy of passports of parents & cedula should also be submitted.
In case of reissue of passport for a minor, copy of the applicant's passport, copies of parents passport, copies of applicant and parent's resident cards and the original passport of the applicant should be submitted.
If reissue of passport is required due to change in appearance, a sworn affidavit for change of appearance should be submitted, and the personal particulars form should also be filled and submitted.
If the passport is needed due to change in the Indian address, a general sworn affidavit should be produced. A document from Village or Block or District Authorities to prove the change of address should also be produced. This document should be duly attested by the Home Department, General Administration of the concerned State and apostilled by Consular section, Ministry of External Affairs, CPV Division, Patiala House, Tilak Marg, New Delhi.
For inclusion of name of spouse in the passport, authenticated / apostilled marriage certificate along with copy of spouse passport and Cedula should be submitted.
If the passport is needed due to change in name, cuttings of two leading newspapers (one in India and the other in Panama/Costa Rica/ Nicaragua as the case may be) carrying advertisement notifying the change of name and asking for any objection thereof to be reported to Embassy of India, Panama within 30 days of the publication, should be submitted. The applicant should also submit a general sworn affidavit.

Passport Service: Cancellation of Indian Passports /obtaining Surrender Certificates
All naturalized citizen’s of Indian descent in Panama, Costa Rica and Nicaragua, who have already acquired foreign citizenship voluntarily in the past shall cease to be Indian citizens upon their acquiring foreign citizenship. However, such persons are required to renounce their Indian citizenship and to obtain surrender certificate for their Indian passports, whether valid or expired, so that the passport is not misused. If you have a ‘passport cancelled on acquisition of foreign nationality’ stamp on your passport, there is no requirement of acquiring “surrender certificate”.
For those persons of Indian origin who have already acquired foreign citizenship till 31 May 2010, the fee is US$27. For those, who acquire foreign citizenship on or after 1 June 2010, the fee is US$132.
Attestation of Documents:
Documents issued by Indian Authorities:
Birth, Death, Marriage and Educational Certificates etc. issued by the Indian authorities in India can also be attested by the Embassy provided the same have been authenticated by the designated officer of the State Government and validated by the Consular Section of the Ministry of External Affairs (MEA), Patiala House, New Delhi-110001 or any other agency approved by the Ministry of External Affairs. All local documents originated in Panama, Costa Rica and Nicaragua for attestation have first to be duly authenticated/certified by the Ministry of External Relations(Foreign Affairs) of the respective country.
Issue of Police Clearance Certificate (PCC)
In view of the change in policy relating to issue of PCCs, it has been decided by the Government of India that henceforth Police Clearance Certificate (PCC) to all category of applicants will only be issued after receipt of fresh police verification on the PCC application. All PCC applicants from Panama, Costa Rica and Nicaragua are advised to fill on line form through the new link given below;
